If you want you can compile your own XML file of postcodes from the PDF and sell that. A list of postcodes is a list of facts so get the PDF, create a copy and use that as long as you don't copy the presentation. This has been confirmed by the legal department of a major Australian company. Also see the Telstra case regarding lists of phone numbers.
